Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Allies
President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the case of a new Russian aggression.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.
These remarks follow a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.
Details of the Paris Talks
Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
Moscow has not yet commented on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".
He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.
"However, until we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also significant due to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the participating countries "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.
Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
